I think the problem is that the Astrodome is full of asbestos and it would be a costly PITA to demolish. Either way, it it needs to go.
That's a big part of it. Asbestos and other things in the caulk that can't just be blown up. My brother works in environmental consulting and said that it will cost tens of millions just to clean it up enough to blow it up. Same reason the Astroworld property hasn't been developed. The ground is so badly contaminated that the cost to fix it isn't worth it to any developer. They'd have to remove something like the top 8-10' of soil to get it all*. *It's been a while since I've had this conversation with my brother so I might be wrong about the amounts.
Let the Texans and the rodeo split the cost for whatever it takes to perform abatement and demolition. They're going to be the sole benefactors of the extra space.
So it sits there.... forever... unused... and decrepit. Hell, NRG stadium will be ready to be torn down/replaced before they ever find a need/role for the Astrodome.
