The water typically goes into buffalo bayou. That bayou normally (without released water) would be falling, even with a little rain. Currently, the bayou is out of its banks. The PLAN is to release the water and keep the bayou at the same level, or drop slower with no rain. To answer your question, yes, but hoping the water will still reced, even with small amounts of rain.
