Morley has said multiple times that he doesn't upgrade a team through draft. He will pick the best asset available. This is how we picked up harden.

Morey rarely builds through the draft. He sees draft picks as trade pieces, as evidenced by the Harden trade. Morey has a great track record with second round picks and a few first round picks as well, but he still ends up trading those players away to get better picks or players. On the current roster, with the exception of the 2015 draftees, only five have been acquired through the draft: Jones, Capela, Motie, Johnson, and Papa. Out of those 5, not one is guaranteed to be on the team by next year's playoffs. In fact, all 5 have been in trade talks, so clearly Morey doesn't look to the draft for long term solutions to our roster.

That does not necessarily show us his inclination or disinclination to build through the draft. Over the last three years, this Rockets team has been entirely remade. In fact, which Rocket's players have the longest continuous tenure on this Rockets team? It is Motiejunas, Jones and Harden, all with three years. Nobody has been on the team longer. As you may recall, three years ago almost exactly, before the James Harden trade, Jeremy Lin was signed to be the Rocket's "face of the franchise." Or so it was widely promoted, in any case. Chandler Parsons was regarded as the second most best player on that team, having just finished his rookie season. Daryl Morey spent that offseason trading away or releasing Luis Scola, Kevin Martin, Goran Dragic, and Kyle Lowry, and others, basically cleansing the roster of any real chance to be competitive in the upcoming season 2012-2013 season. This was all in the aftermath of three consecutive winning seasons were the Rockets missed the playoffs. Everybody was ready, as it appeared that Morey had done everything he could, short of the dreaded "rebuilding". It was widely accepted in Houston and here on this board that the Rockets were, after all Morey's attempts to avoid rebuilding, entering a multi-year rebuilding period, complete with losing seasons and multiple years out of the playoffs. And then came the James Harden Trade. And the next year, the Dwight Howard trade. And the rest is history. It is not that Morey hates the draft, it is that he hates to lose, and was dead-set on avoiding "rebuilding" if he could. As it stands, the Rockets have not had a losing season in over 9 years. Going forward, do not be surprised to see the Rockets try to use the draft more, to the extent they can. The addition of Llull and Dekker is through the draft. But star talent like Harden or Howard must be acquired at the top of the draft, a position which the Rockets by their success hope to avoid, or through free agency or a trade. But for the rest of the team, let's see if Morey doesn't try to use the draft more going forward, now that the Rockets have completed this very fast and extraordinarily rapid makeover of this team over the last three years.
Not a chronicle subscriber, but I am assuming Morey is talking short term in regards to draft. In other words, he doesn't draft guys late lottery to end of first round to be in rotation on opening day. He does draft to improve team in the long run...he's just not going to open up a spot in the rotation for anyone. They have to earn it in training camp, D League, NBA practices, and then in games when they get PT.
Morey doesn't choose who plays. He only picks the players. The best he can do is tie McHale's hands so his options are limited. But McHale has proven to ignore even that.
