Sure... but the players union could always file a grievance, and find something that wasn't kosher (like they did with other players who were able to get free agency after a failed draft signing).

Just to clarify. Only the paperwork needs to be sent to MLB in by 4. The agent and the Astros can theoretically announce it any time after. Regardless, we should find out soon enough.
