    Two sisters have been sentenced to be raped as punishment after their brother ran off with a married woman.

    An unelected all-male village council in India also ordered that 23-year-old Meenakshi Kumari and her 15-year-old sister are paraded naked with blackened faces.

    The horrific order was revealed by Amnesty International which said the sisters and their family have fled their village in the Baghpat district, just outside of Delhi.

    According to news site Zee Media, the sisters' brother Ravi fell in love with a girl from the Jat caste, a higher social caste than Ravi and his family, who are Dalit, once known as the 'untouchables', who are at the bottom of India's caste system.

    The Jat woman's family married her off to someone else in February but she later escaped and eloped with Ravi in March.

    As punishment, on July 31 a village council decided Ravi's sisters should be raped to avenge his actions.

    Since the family fled their village their home has been ransacked.

    Sumit Kumar, another brother of Meenakshi, told Amnesty that members of the Jat caste were powerful members of the village council, saying: "The Jat decision is final."

    His family fears for their lives if they return. Meenakshi has filed a petition with India's Supreme Court asking for protection.

    Meanwhile her father has also lodged a complaint with two national bodies saying he has been harassed by the family of the Jat woman and by police.

    They are also worried about the safety of the Jat woman, who is believed to be pregnant with Ravi's child.

    Amnesty International has launched a petition calling on India's authorities intervene immediately and protect the two sisters.

    In an appeal, Amnesty said: "Unelected village councils such as this are widespread in parts of India.

    "More often than not they are made up of older men from dominant castes, who prescribe rules for social behaviour and interaction in villages.

    "Nothing could justify this abhorrent punishment. It's not fair. It's not right. And it's against the law."

    maybe they need to make the punishment for rape more harsh.... like doing life or castration.

    I can't even comprehend this way of life.

    A caste system in 2015 seems so anachronistic, as does this local method of government, and, not least, the completely bizarre "punishments" that have no basis in reality.

    We grew up with a myth, namely that humanity somehow advances to be more and more civilized.

    Maybe the last 70 years have largely been a mirage, and even the last 500 have been strangely organized and serene compared to most of our blood-soaked, grim, stupid history.

    New Delhi reels after rapes of girls aged two and five


    A toddler and a five-year-old girl were raped in separate attacks in New Delhi overnight with at least one gang-raped, police said Saturday, as activists warned of an "epidemic" of sexual violence in the capital.

    The two-and-a-half-year-old girl was abducted from a religious event in west Delhi by two men on Friday night and raped before being dumped in a park near her home, relatives and police said.

    In a separate incident on the other side of the city, the five-year-old was lured to a neighbour's house and raped by three men, a police officer told AFP.

    The two attacks come as New Delhi grapples with a grim litany of sexual assaults against women -- and in several recent cases, children -- that have sparked outrage in India and abroad.

    "We have launched a manhunt for the suspects. So far no one has been arrested," Pushpendra Kumar, West Delhi police chief, told AFP of the younger girl's case.

    "Two men were involved in the abduction of the girl and the tests have confirmed rape," Kumar said, adding that further examinations would show whether both men raped the toddler.

    He said they found the younger child bleeding profusely several hours after she went missing. Authorities have released CCTV footage of two men riding away on a motorbike with the victim in an attempt to catch the alleged perpetrators.

    Separately, police in eastern Delhi arrested three men overnight in the case of the five-year-old victim, whom tests showed was raped multiple times, after locals managed to catch her alleged assailants.

    "Her clothes were partially torn with blood spots all over them. Some locals saw her and she told them she was sexually assaulted," an officer from Anand Vihar police station in eastern Delhi told AFP on condition of anonymity.

    "Some of the locals then barged into the house and caught them (the alleged perpetrators) before handing them over to us," the officer said.

    Both girls are undergoing medical treatment but are believed to be out of danger.

    - 'We don't feel safe' -

    An agitated crowd gathered near the toddler's home late afternoon Saturday attempting to block traffic and lambasting the police's failure to arrest the accused in that case, an AFP reporter at the scene said.

    "They (police) are not doing anything to arrest the rapists. We don't feel safe in this city and there will be a day when parents will stop giving birth to girls fearing they will be raped," a female relative of the girl told reporters without giving her name.

    The latest attacks come eight days after a four-year-old girl was allegedly raped and slashed with a blade before being abandoned by a railway track in the capital.

    Police arrested a 25-year-old man in that attack, in which the young girl suffered severe internal injuries.

    "When will Delhi wake up? Till when will girls continue to be brutalized in Indian capital. Gangrape of 2.5 year n 5 year old. Shameful," Delhi Commission for Women chairwoman Swati Maliwal tweeted.

    Maliwal told Indian television station NDTV that violence against women had assumed "epidemic proportions" in Delhi.

    Delhi Chief Minister Arvind Kejriwal expressed anguish over the rapes, terming them "shameful and worrying" on Twitter, but blamed Prime Minister Narendra Modi's government for the security situation in Delhi.

    "Repeated rape of minors is shameful and worrying. Delhi police has completely failed to provide safety. What are PM n his LG (lieutenant governor) doing?," Kejriwal tweeted before heading to meet the victims in hospital.

    Kejriwal and Modi's administration are jostling for control of the capital's police department, with Delhi city authorities saying they are unable to improve security for women.

    They deflect the blame on to Modi's central government which controls Delhi's 84,000 police, the largest metropolitan police force in the world.

    Ranjana Kumari, head of Delhi-based Centre for Social Research said the ongoing turf war between the two governments left Delhi vulnerable to such horrific crimes.

    "Delhi is not safe and secure for women and the situation is deteriorating," Kumari told AFP.

    "Most of these incidents have been reported in lower income areas like slums and densely populated areas, where mostly migrants stay. These men live in crammed spaces with no social or parental control and usually no fear of law," she said.

    The fatal gang rape of a young student on a bus in Delhi in 2012 led to an outpouring of anger over frightening levels of violence against women.

    India recorded 36,735 rape cases in 2014, with 2,096 of them in Delhi.

    Experts say those figures likely under-represent the true scale of the crimes.

    Not shocked. Women and the lower caste folks are treated as sub human in India. Grateful to not be born in that festering pit of disease.

    Amazing how the Caste system mentality is still pretty ingrained in India society mind since its origin 2000 years ago.

    On a much smaller scale, it makes one wonder how long it would take for American society system and mind to rid of the slavery system mentality.
