Hawks (I'd stick the hawks in over the Pacers -PG as long as Horford can stay healthy).
In the case of an injury like this, does the CBA still allow for a cap exception in the amount of the players salary? If so, the Pacers could make a play for Bledsoe or Monroe.

No. If I'm right, they would get a disabled player exception if they officially declare him out until the end of next season. It's either 50% of their salary or the MLE, whichever is less, or they can swing a trade for that same amount of money.
