I'm not sure teams pick up that many new players to add to the 53 man roster a week before the season starts. But they do still pick up players throughout the year.

Hey cut Bill O'Brien some slack. It's hard to coach an NFL team AND field calls from other teams AND keep tabs on the waiver wire and free agents out there. It was Kubiak's team before, and he got fired when we sucked. Now it's O'Brien's team. Everyone understands that the empty suit up in the owner's suite is just for show, and we all leave him alone to go play with his binoculars and toy trains before he takes his afternoon nap and drinks the entire juicebox supply in Reliant Stadium.
I like juice boxes; they make me feel like a kid. Convenient too. I do take an afternoon nap, but not into trains.

Yeah it's funny how so many draftniks missed on him. Lance Z went so far as to do a whole "There Will Be Blood" bit about the Ravens drinking our milkshake over that pick.....embarrassing.
Brown isn't bad, seems like good trade bait. Lots of teams needing an ILB right about now. Smith is just better for them.
Well he's not "bad" for a guy that never leaves the bench, but he's not a starting quality player on any team.
