I think we can assume that when someone says "I don't know who initiated the idea," they mean it was Trump's idea. Witnesses to the July 25 call are not very important. It's great they provided their testimony on what they do know. But, we know what happened on that call. We have a transcript. The public is going to be misled into thinking that the smoking gun is in this call if it's anywhere. And that's not so; it's just one of the building blocks.
I agree the first call was only the first call, and not the one of greatest importance. I posted that when trump released the second version of "transcripts" of the first call. The Impeachment Trial going to the Senate is all but guaranteed. But falling short of the 67 votes in the Senate to Remove The President From Office is also all but guaranteed. It's 53 to 47 by party so you would need 20 GOP Senators to vote against the President. This is all a political exercise, who is worthy of election and who is not in the national election of 2020.
