Bad move for Bynum. He will have a lot of spare time nursing injuries, and there is nothing to do in Cleveland. Ask scolaisballin.
If it has a team option it is a great move. They get to see what they are getting and keep the option of dropping him if he's hurt etc etc. If he accepts that is.
Not really. They have a ton of cap space and there aren't any great free agents left. Why not use that space on the guy with most upside? If it doesn't work out you decline the team option next year and move on.

If there is an option on the second year I can see how that is a gamble worth making. Adding a reasonably healthy Bynum to the team they have would make them a pretty exciting team in the East.
When he was healthy he was the 2nd best center. So it makes sense he keeps getting money. I don't see how he declines this either, it's best for him too unless someone throws a insane long deal at him. He gets to prove he's worth a bigger contract too.

Now, hypothetically, they're going to be wasting away behind Andrew Bynum and Anderson Varejao. It's so weird to me. Varejao and Bynum are good enough players but why hinder the development of youth??
