President George W. Bush will make the announcement in the Oval Office at 8:30 a.m. EST. Card will depart the White House on April 14. The official, who asked not to be identified, said Card came to Bush about three weeks ago and offered his resignation and after a number of discussions the president accepted it over the weekend at the Camp David presidential retreat. Card has been chief of staff since Bush took over the presidency in January 2001, far surpassing how long most White House chiefs of staff serve and leading to accusations from some of Bush's Republican allies that the White House was tired. The senior administration official said Bolten "knows how this White House operates," and is very well respected. He said a smooth transition was expected. The official said Card felt change was necessary after his lengthy tenure. "It is something he initiated," the official said.
It kills me how Admimistrations (of both parties) go through this charade leading up to a resignation. Rumors swirl. Countless columns and articles are written about "burn out," and a team exhausted and prone to mistakes (anything for an excuse... they don't screw up because of incompetence, but because of "burn out!" In Card's case, however, I think it's legit). Denials stream from the White House, and the Presidential talking head (McClellan, in this case) issues firm denials. For the last three weeks, we've heard what amounts to lies about senior people getting ready to leave. Business as usual. I'd say the business sucks. Keep D&D Civil.

I hate to agree with basso but I was listening to Tim Russart on the radio sunday and they mentioned this. its no big deal, he was the long serving guy in the position.
this was coming. it'll definitely be interesting because card was very powerful and very close. and bush isn't known for going outside his circle for people.

Good move for Bush... When you want someone who will see the larger picture, when you want someone who will stand up to the entrenched powers within the Administration, and when you want someone who will level with the President even when the news is bad, it's hard to beat a Budget Expert who's been a member of the W entourage for years. Finally, the bubble has been popped.
oh yes, because clearly the Budget Director has done such an incredible job at managing the Budget the he deserves a promotion.
