Which is the lowest ever seeded team that won the draft lottery in the current ping-pong ball format?

I can't remember any team lower than the #9 Bulls last year.

Orlando Magic in the 1993 draft.

They had only 1 ping pong ball out of 66 ping balls. They had the best record of all the lottery teams with a 41-41 record. They drafted Chris Weber and traded him to Golden State.

The Orlando Magic were originally slotted for the 11th spot(11 teams total), this is before the 2 expansion teams were added and the lottery was expanded to 13.
