Let's hope women don't freak out when trans men use their bathrooms.

 

It is because of litigation.

There were isolated cases of people being raped, molested or physically hurt in bathroom stalls.

There were successful lawsuits that claimed that property owners should have known that their private restrooms were a danger.

That is the only real reason that the stalls do not extend to close to bottom, why some bathrooms do not have locking doors, etc.
