I hear that July 1 is the date that transactions are allowed to begin, but isn't the draft on June 27? So I'm guessing we can trade up after the finals are done..right? ------------------

One benchmark date would be the 20th of June before which eligible underclassmen have the choice to pull out of the draft and resume NCAA careers. However, after that.. first-come, first-served. Who really wants pick 4, #6, or #7? ------------------ Time is a great teacher-- only problem is it kills all its pupils.
I think teams have their scenarios and will probably have contingency deals already on the table for the draft. Then when draft-time rolls around they'll say "Hey, swap us that pick for these 2", or "trade us that guy for this one and our pick".
