I hear that July 1 is the date that transactions are allowed to begin, but isn't the draft on June 27? So I'm guessing we can trade up after the finals are done..right?

We can trade up anytime, but doing a trade now isn't smart. Wait till we have all the info.

One benchmark date would be the 20th of June before which eligible underclassmen have the choice to pull out of the draft and resume NCAA careers.

However, after that.. first-come, first-served. Who really wants pick 4, #6, or #7?

I think teams have their scenarios and will probably have contingency deals already on the table for the draft. Then when draft-time rolls around they'll say "Hey, swap us that pick for these 2", or "trade us that guy for this one and our pick".

Most of the "trading up" may take place during and after the draft.
