You take in more salary then you ship out in a trade. Therefore you gain a Trade Exception for that amount. It can be used as a sort of credit in trades to make salaries match. For instance, normally the Rockets couldn't trade a 5M contract for an 8M contract because it's over 125% of the values. I think you may have it backwards? Isn't it if you ship out more salary than you take back in the trade, you get the exception?
It is what results when a team over the cap trades with a team under the cap, and the salaries don't match. Salaries are only required to match when both teams are over the cap. If Houston trades a player to a team under the cap and receives less than that player's salary in trade, they will receive a trade exception for the difference that can either be renounced for cap space or traded for another player or players. The only real gotcha is that the exception cannot be combined with other players. You can't get a high paid player for a low paid player plus an exception.
