Generally speaking, they are separate, but in neither scenario are you obligated to give a gift. If you want to give a gift for each but don't have the funds, split your budget in half.
This shouldn't even be a question. Give people GIFTs when they matter to you or they're important to you. You shouldn't be asking yourself if something is separate from something else. Does the bride or does the groom consider you a friend only SOMETIMES or ALL THE TIME? Yes, it does. At least it did at my recent wedding and at all of the weddings I've ever been to. But if you want to be extra generous and get them something additional, then you can certainly do that.
LOL, it's probably more likely the other way around. The amount of events that surround a wedding/baby increases as you go up the classes.
