Thats pretty wrong but more facts need to come out. Who handed him those papers? If it was the vet himself then action needs to be taken but if it was a receptionist I'm not sure how you can fault the vet too much. Did the guy just sign the papers and was there any indication of what was to happen? Really sorry for his loss, pets are such a close attachment.
I SRSLY thought this was about military peeps... hats off to THEM. *bugle* Give me her number. I'll share it with her. SRSLY speaking, though, he should have read the forms before signing... and kept a copy.
