Generally folks 'own' their names, especially celebrities. If you were to register moochienorris, aand he wants it, you'll have to give it back.
What you could do is find someone else named "'moochie norris" and have them give permission to use your name ... in writing of coarse.

As others above mentioned, you can legally register it, but they can sue you for ownership if they choose to. They'll probably win unless its your name or someone else with that name gave you permission to use it (or you have some other legit reason for owning it).
The thing is, it's not like a 'registered trademark' like you see when people try and squat on "pepsi.com" or whatever. I'd be willing to bet that you could set up a fan site, or even a "I hate moochie norris" site and get away with it. As evidence, check this out:
There is/are some shrewd person/people who have a business of registering domain names of the publicized up and coming junior high and high school athletes. There was a public controversy about this a few years ago-- maybe for Vince ______ the guy who plays for the Raptors. Can't believe I can't remember his name....

Moochie isn't even the guy's real name so I don't think there's anything he could do about it unless he got the nickname copyrighted or something.
