Looks more like a grab-bag of right wing ideas that the GOP trots out for everything. (2) Isn't this basically Bush era policy, aside from the pipe-dream "balanced budget amendment"? Seems this would be an easy point for the Democrats to make. (3) The GOP is really acting in a defensive "Me, too" fashion recently. The 99% movement is countered by the "53%" idea. The American Jobs Act gets the "Real American Jobs Act." (4) This might be the election where the conventional wisdom of "Bad Economy => President losing White House Re-election" fails. The GOP seems to be taking just a big a hammering as the President for the economic troubles.
