Because they have different laws and different processes. When to start organizing, counting, how to count is different. How the ballots are mailed and the forms are different. Pennsylvania is a split government with a Dem Exec branch and Repub Lege. The lege had bills to streamline the vote count process, but chose not to, knowing that this would happen. It was intentional. Don't let the liars implicate it as a tech problem or fraud problem. It's a political decision.

The difference is, if Kamala won, I'd feel confident that she'd serve the country admirably, and while there will be issues, she and her administration will navigate them as best as they can.
