I know that some countries were intentionally uncooperative with the Bush administration and some Bush officials themselves acknowledged this in the past. But is there really an Obama Effect that is leading to improved cooperation and better results in the war on terror?
It's part "Obama Effect" and part "Anybody but Bush Effect". Coming into office after a complete loser like Bush can't help but make Obama look very good. We actually have an administration that believes in diplomacy. I almost forgot what it was like after having a cowboy in office for 8 years.
