Does anyone know a good stucco person?

In my neighborhood, it is possible that improper nails were installed in the houses. The result is that there looks to be some blemishes on the exterior stucco walls, like some minor discoloration and stains. One neighbor called a stucco person and informed everyone of the issue. That house had the repair done and subsequently repainted (because if left unpainted, the house will look like it has black dots all over it).

No one else has done anything and it's been 6 months since then I think. The house is 9 years old and I'm getting somewhat concerned. I don't want to let it get to a point where I have to redo the whole stucco, but I'm not sure if this is an urgent thing, a 100% real thing, or just a cosmetic thing. Fixing it now and painting the whole place is also an expense I'd rather do without.

Do you accept pieces of string?
If not a level (which I'm 99% sure this is), and you actually know stuff about stucco, have you heard of a wrong sized nail issue before?
