The Court indicates to the United States of America that it must take "all measures necessary" to prevent the execution of three Mexican nationals, pending its final judgment I know that the World Court feels that it can protect foreign nationals from execution, but could this mean that the World Court could decide at some point to abolish the death penalty for everyone? If we choose to ignore them, would the UN sanction us?
