    I would like to know when is the first day possible for teams to start signing free agents.I know July 1st is when you can begin negotiating with players but I'm not sure if it is now that you can sign free agents as early as July 15th my fellow rocket fans could you please help me out.

    Paraphrased from the CBA:

    Most new contracts cannot be signed during the month of July. Teams may negotiate with free agents beginning July 1, and may even agree to terms, but they have to wait until August 1 before signing a contract.

    The exception to this is when a player accepts a required tender or qualifying offer. A required tender is an offer that must be made by a team to its draft pick. A qualifying offer is the offer the team must provide in order to make their free agent a restricted free agent).

    So during the month of July, you may see:

    * Teams signing their first round draft picks (to a standard rookie "scale" contract).

    * Teams signing their second round draft picks (for one season at the minimum salary, or one season plus an option year at the minimum salary).

    * Teams re-signing players who have finished the fourth season of their rookie "scale" contract (for the raise specified in the scale -- see the salary scale)

    * Teams re-signing players who are subject to the right of first refusal (for 125% of their previous salary, or the minimum salary plus $150,000, whichever is greater).

    All other contacts must wait until August 1 to be signed.

    gater, I thought I read somewhere that the signing day was moved up to July 18th? Let me look around some.

    NBAtalk says that the NBA is considering changing the date. I imagine that if this becomes official, there will be much more info on it.

    LOS ANGELES -- Timberwolves vice president of basketball operations Kevin McHale might have to cut his vacation short if the NBA moves the start of its free agency period up to July 18.

    Historically, the league has allowed players and their agents to begin negotiating with clubs on July 1, but has required teams to wait until Aug. 1 to sign anyone. McHale's leave of absence -- part of the Wolves' penalties in December for their illegal contract with Joe Smith -- was pegged to that date to allow him to participate in his team's offseason maneuvers.

    But a proposal that would shorten the moratorium to July 18 has been presented to the NBA Players Association. NBA commissioner David Stern said Wednesday before Game 1 of the 2001 NBA Finals that necessary league business, such as calculating new salary-cap figures, could be completed by that date.

    If teams are permitted to pursue signings and trades at that point, McHale might be allowed to return two weeks sooner than expected.

    "We haven't even addressed that," Stern said. . "I'll have to talk to [NBA deputy commissioner Russ Granik]."

    An NBA spokesperson said that shortening McHale's leave of absence would "make some sense" and said that a decision could be made even before the free-agency date is finalized.

    McHale and Wolves owner Glen Taylor agreed in December to remove themselves from the team's operations as part of the settlement of the Smith case. McHale went on an unpaid leave of absence until Aug. 1, while Taylor was suspended until Sept. 1.

    I don't know if this means it's official or not, but the NBA Player's Association Web Site is listing 7/15 as the date that free agents can begin signing.
