I found this link today to an interview with Larry Coon that occurred a couple days ago. http://www.hoopsworld.com/nba-salary-cap-chat-with-larry-coon-61413 Ok, with these rules in place, and the Lakers already currently sitting at 78.2 million in salary commitments for next year without Dwight (i.e. above the apron) how could they initiate a sign and trade for Blake/Bledsoe without sending out more salary somewhere? Even if they amnestied Pau, they would still be above the apron. The same appears to be true for a Asik/Lin sign and trade. Am I reading this correctly?
Neither Blake Griffin nor Eric Bledsoe are being SIGNED-and-traded (they are both currently under contract), so the Lakers could do that deal regardless of what their cap/tax situation is. The rules say a team over the apron cannot receive a signed-and-traded player (in this case, Dwight). They are not receiving Dwight. They're sending him out. Hope that answers your question.
