I think its all assumed based on a Melo telling a friend (source) that he "believes in Phil" right before getting on a train/bus whatever. Look... its not announced yet, and Melo has yet to inform anyone that they are out of the running. He's most likely going back(probably always was), but its not official yet.

Losing out on bosh isn't the end of the world. He would provide us with the elite PF we need, but at the same time we would be overpaying.
It would be bad because we wouldn't have any cap space for a long time due to it being tied up by Parsons. This is our last chance to add another big name player during Dwight's prime basically, unless we can make a trade, which is obviously costly in its own right.
There's an easy way for Riley to tank if James is going to CLE and Bosh does come here. Just pay Wade a hero's contract. Give him MORE money than he was promised in the original 2-year deal. It restores the money Wade lost by opting out, pays him off for all of the history with the franchise, and ensures a genuinely awful team to tank with for a couple of seasons.
