Rationale behind 5-second dribbling violation?

    Can someone explain or provide a link to an explanation of the "pressured" 5-second violation rule in college basketball? I'm not talking about 5 seconds while trying to inbound the ball, I'm talking about the rule where the defender "pressures" the ball handler for 5 seconds, and the bal handler "doesn't move," and somehow it's a violation.

    WTF? What's the rationale for this rule? How the hell does an official draw the line between a ball handler being pressured and not, or the ball handler standing in one spot or moving?

    I don't get this rule. Seems like a silly, unnecessary rule to me, but then again I'm not a hardcore college hoopshead, so what do I know. What's the rationale for this rule?
