It's 9:30 Monday evening and my mother's response to me questioning the whereabouts of my little sister is, "Call her, but she probably won't answer." Of course she not going to answer. She's a 16-year-old with absolutely no boundaries, discipline, or brains. She's probably doing something really ****ing stupid right now.

Damn that sucks. Time for a drug test bro. At 16, she's very likely to be having sex. You should express concern and if the only advice you can give her is to use protection so be it. Nothing worse than a rebellious teenage girl.
No, same generally apathetic parenting style, only she really disliked me so she kicked me out a few times (I was chronically late to school, so she said she couldn't handle me anymore.) This one has been in many fights, does horribly academically, and has the ****tiest attitude, but is continuously spoiled rotten. I tried calling and texting her for 30 minutes prior to me going to my mother. I only have her ex-boyfriend's number, so I'm going to place some calls to her friends and see if they can help. I'm the only one that seems to be keeping tabs on her and it really pisses me off because I have no way to discipline her. She is going no where really fast and no one else seems to be concerned enough to do anything.

I constantly express my concern to my parents, my older siblings, and her. They just nod in agreement, but no one ever does anything. I'm closer to her than any of my older sisters and she confides in me often, and I have serious talks with her about the direction of her life and the consequences of her actions, but since she is still a minor and my parents seem to not only overlook, but encourage her behavior, she continues doing whatever she wants. She knows I have no power to stop her at all and the only ones that do, won't do anything about it. If I tried this it would end very badly, because she would fight me. Out of town on business, but it would make no difference if he were here. For all intents and purposes, he is just ATM. I refuse to give up on her because she does HAVE a brain, she is just never compelled to use it.
