Theres only a limited number of machines in each voting district so what if a group of skinheads decided to "vote", live in a liberal district, and just stand there for the whole day instead of voting. There were already reports of black panther activists standing around some polling places with night sticks. I believe the police were called and they were arrested or at least asked to leave.
