Question about Rockets draft status

I know this year's pick is going to the Griz, but I've heard that we can give up a pick within 7 of our own. I believe we are around 15th, so hypothetically could we trade one of our scrubs for the 22 and keep the 15? And if we win the lottery possibly trade one of our better players for the #8 and give that to the Griz?
