I have a friend that is corresponding with the IRS. He got a letter saying he owed back taxes from something in Florida. From what he is telling me is he sent them a letter asking if he had to pay his back taxes & asked them i guess to state the law that shows he has to pay those taxes. They sent him a letter back only saying that he needed to pay the fees on those taxes (interest?) but said nothing about the balance. My friend though is stating "there is no law that states you have to pay your taxes, only one showing you have to pay the fees" How true or not true is that statement? Consequently I have practically zero knowledge of tax law, does anyone have any experience with this?

I can't think of anybody that's ever went to jail over not paying their taxes. Your friend should be fine.
Props to your friend though for being a free thinker. Most people faced with this scenario would wonder "How am I going to come up with the money to pay my back taxes?" But rather, your friend approached the situation differently by asking "how can I keep my money by not paying my back taxes?" Brilliant! Dare to be different!
