Hey, I was in New Orleans and got a parking ticket on a car I own. Is this the kind of thing that they can trace back or should I just ignore it. Put the max I could in and that got me to 4:45pm, 15 minute until free parking.
I know a friend who received a parking ticket in Georgia (lives in Tennessee like me) and never paid it. My understanding is that if he ever goes to Georgia again and a cop recognizes his license plate, they could *theoretically* place him in jail. However, the odds of that happening are slim due to many factors including they (the police) are not on a constant watch for him nor he may not ever go back to Georgia. So, unless you know for sure you are going to go back to New Orleans, you could get away with not paying (at least that is what I think). I would just pay it but that is me. Maybe someone will post in this thread that has actually done what you are thinking of doing.
My brother in law got a parking ticket in Marin County CA on a rental car and later found out he couldn't renew his FL driver's liscense until he paid it. I was stunned because I was the one who told him to blow it off at the time.
Offenses against a certain state don't cross that state's lines. As long as you don't plan on getting pulled over in Louisiana ever again, you're ok.

Even though it was a rent-a-car, I think they can somehow send the information to the state you're from and it could bite you in the ass. I went ahead and paid my ticket off ASAP. Don't want that crap growing on me later on.
