The cookie is done on the client side. I'm sure the NBA does server-side checking as well to reject duplicate IPs. IMO, you're just wasting your time.

no, they'll just log the IP from which the connection is coming (if you know tcp/ip then you know this isn't something you can just "hide", otherwise the other computer would send the data to the wrong computer), nothing you can do will hide that, it will just get the IP of the router, only thing you can really do is hope to force a dhcp renew that will give you a diferent IP than before, I guarantee they don't actually ask the computer what the IP address is, if they do then they're ****ing r****ded and deserve to have people shaft the voting.
