...if they were ok, because both drivers immediately got out and started the blame game - pointing their fingers and shouting.

It was a t-bone collision. One car ran a red light while making a left turn, and the light had just turned green for the other driver. Plenty of cameras at the intersection; I circled back because I felt guilty for just driving off, but again they looked fine to me.

So, the moral of the story is that in hindsight I wish I had taken the 2-minutes to ask if they were ok. Should I at least report that I saw this go down?

No one was hurt, I think your fine. The only reason to stay would be to be a witness for the insurance companies or police reports. But that could be resolved by just leaving your contact info with the drivers.

People suck sometimes because they're so focused on the next thing.

Usually getting seriously hurt will reprioritize things, but if they're both lucky, like this case, it doesn't set in on how meaningless the thing they were just doing.

I heard the accident but didn't see the actual collision. But I did see the green light and I saw the t-boned car spin around. What was odd is that the driver that got t-boned immediately turned, sped up alongside the other car and jumped right out - as though waiting for the other driver to get out. That's when the other driver got out and started pointing.

To be truthful, as I circled around I was almost more concerned I was going to have to break up a fight because the seemed to be going at it. But once I got back they seemed to have settled down.

You did what I would've done. If they aren't bleeding or look injured, I would assume that they are okay.
