Two people died and a Border Patrol officer was injured when a speeding vehicle crashed and exploded Wednesday on the American side of a bridge linking the United States and Canada near Niagara Falls, according to two U.S. law enforcement officials with knowledge of the matter. No explosive devices were found, and Gov. Kathy Hochul of New York said an initial investigation had found no evidence that the crash was related to terrorism. The driver was traveling at an “extraordinarily high rate of speed” before the car crashed into a median and flew over a eight-foot fence, the governor said. “Based on what we know at this moment — and, again, anything can change — there is no sign of terrorist activity with respect to this crash,” Ms. Hochul said at a news conference in Niagara Falls, N.Y. The governor said that it was too early to call the incident an “accident” since investigators had yet to determine if there was a motive behind the driver’s actions. ... Investigators have determined that the incident was not terror-related and they found no explosive devices in the wreckage, according to a law enforcement official, speaking on the condition of anonymity to discuss an open investigation. The driver, who was not immediately identified by name, was believed to be a casino player who frequently crossed the U.S.-Canada border and had no criminal history, the official said. He and his passenger were thought to be Americans.
