Counselor Bartlett made up a DVD of the newscasts so Bush could see them in their entirety as he flew down to the Gulf Coast the next morning on Air Force One. So Bush didn't realize how bad the storm damage was until Thursday night, almost the fifth day AFTER the storm hit. Good God. He was going to watch the weekly news Friday for the FIRST TIME to get a sense of how bad things were. 3. No one wanted to tell Bush the truth When Hurricane Katrina struck, it appears there was no one to tell President Bush the plain truth: that the state and local governments had been overwhelmed, that the Federal Emergency Management Agency (FEMA) was not up to the job and that the military, the only institution with the resources to cope, couldn't act without a declaration from the president overriding all other authority. 4. When he finally got someone on the line, the city officials kept hearing him say, "You don't understand, you don't understand." 7. 8pm on Monday, the day of the storm, the governor asked Bush for everything he's got. Gov. Kathleen Babineaux Blanco, a motherly but steely figure known by the nickname Queen Bee, knew that she needed help. But she wasn't quite sure what. At about 8 p.m., she spoke to Bush. "Mr. President," she said, "we need your help. We need everything you've got." 8. Bad news rarely flows up in bureaucracies. For most of those first few days, Bush was hearing what a good job the Feds were doing. Bush likes "metrics," numbers to measure performance, so the bureaucrats gave him reassuring statistics. At a press availability on Wednesday, Bush duly rattled them off: there were 400 trucks transporting 5.4 million meals and 13.4 million liters of water along with 3.4 million pounds of ice. Yet it was obvious to anyone watching TV that New Orleans had turned into a Third World hellhole. The denial and the frustration finally collided aboard Air Force One on Friday. 12. Read this blog this morning. Thought I'd spread the blame: How the Local Gov Blew it: Just in case you're still wondering what happened in Louisiana. Blame who? How the Government is supposed to work: In case you aren't familiar with how our government is SUPPOSED to work: The chain of responsibility for the protection of the citizens in New Orleans is: 1. The Mayor 2. The New Orleans director of Homeland Security (a political appointee of the Governor who reports to the Governor) 3. The Governor 4. The Head of Homeland Security 5. The President What did each do? 1. The mayor, with 5 days advance, waited until 2 days before he announced a mandatory evacuation (at the behest of the President). Then he failed to provide transportation for those without transport even though he had hundreds of buses at his disposal. 2. The New Orleans director of Homeland Security failed to have any plan for a contingency that has been talked about for 50 years. Then he blames the Feds for not doing what he should have done. (So much for political appointees) 3. The Governor, despite a declaration of disaster by the President 2 DAYS BEFORE the storm hit, failed to take advantage of the offer of Federal troops and aid. Until 2 DAYS AFTER the storm hit. 4. The Director of Homeland Security positioned assets in the area to be ready when the Governor called for them 5. The President urged a mandatory evacuation, and even declared a disaster State of Emergency, freeing up millions of dollars of federal assistance, should the Governor decide to use it. Oh and by the way, the levees that broke were the responsibility of the local landowners and the local levee board to maintain, NOT THE FEDERAL GOVERNMENT. The disaster in New Orleans is what you get after decades of corrupt (democrat) government going all the way back to Huey Long. Funds for disaster protection and relief have been flowing into this city for decades, and where has it gone, but into the pockets of the politicos and their friends. Decades of socialist government in New Orleans has sapped all self reliance from the community, and made them dependent upon government for every little thing. Political correctness and a lack of will to fight crime have created the single most corrupt police force in the country, and has permitted gang violence to flourish. The sad thing is that there are many poor folks who have suffered and died needlessly because those that they voted into office failed them. For those who missed item 5 (where the President's level of accountability is discussed), it is made more clear in a New Orleans Times-Picayune article dated August 28: NEW ORLEANS (AP) - In the face of a catastrophic Hurricane Katrina, a mandatory evacuation was ordered Sunday for New Orleans by Mayor Ray Nagin. Acknowledging that large numbers of people, many of them stranded tourists, would be unable to leave, the city set up 10 places of last resort for people to go, including the Superdome. The mayor called the order unprecedented and said anyone who could leave the city should. He exempted hotels from the evacuation order because airlines had already cancelled all flights. Gov. Kathleen Blanco, standing beside the mayor at a news conference, said President Bush called and personally appealed for a mandatory evacuation for the low-lying city, which is prone to flooding. (emphasis mine) The ball was placed in Mayor Nagin's court to carry out the evacuation order. With a 5-day heads-up, he had the authority to use any and all services to evacuate all residents from the city, as documented in a city emergency preparedness plan. By waiting until the last minute, and failing to make full use of resources available within city limits, Nagin and his administration screwed up. Mayor Nagin and his emergency sidekick Terry Ebbert have displayed lethal, mind boggling incompetence before, during and after Katrina. [...] As for Mayor Nagin, he and his profile in pathetic leadership police chief should resign as well. That city's government is incompetent from one end to the other. The people of New Orleans deserve better than this crowd of clowns is capable of giving them. If you're keeping track, these boobs let 569 buses that could have carried 33,350 people out of New Orleans-in one trip-get ruined in the floods. Whatever plan these guys had, it was a dud. Or it probably would have been if they'd bothered to follow it. As for all the race-baiting rhetoric and Bush-bashing coming from the left, don't expect Ray Nagin to be called out on the carpet for falling short. To hold Nagin and his administration accountable for dropping the ball amounts to letting loose the shouts and cries of "Racism!". It's sad, it's wrong, but it's standard operating procedure for the media.
It was a monumental failure at all levels of government, and all levels of government should be held responsible.
The truth as usual is probably somewhere in between. The FEMA under Bush has handled other serious hurricanes. Had the levee not broke, they would have probably handled Katrina as well. But the levee did break and that turned a serious problem in NOLA into a catastrophe that no one was ready to handle. As an aside, I do think that if FEMA had show extraordinary leadership during Katrina the Bush WH would have taken and deserved full credit.

Yep, it hit on the 29th, it didn't reach hurricane status until the 25th. Mandatory evacuation was ordered for New Orleans on the 28th. There is certainly enough blame to go around without bloggers exaggerating the facts.

Warm and hearty in public, Bush can be cold and snappish in private, and aides sometimes cringe before the displeasure of the president of the United States, or, as he is known in West Wing jargon, POTUS. The bad news on this early morning, Tuesday, Aug. 30, some 24 hours after Hurricane Katrina had ripped through New Orleans, was that the president would have to cut short his five-week vacation by a couple of days and return to Washington. The president's chief of staff, Andrew Card; his deputy chief of staff, Joe Hagin; his counselor, Dan Bartlett, and his spokesman, Scott McClellan, held a conference call to discuss the question of the president's early return and the delicate task of telling him. Hagin, it was decided, as senior aide on the ground, would do the deed. The president did not growl this time. He had already decided to return to Washington and hold a meeting of his top advisers on the following day, Wednesday. This would give them a day to get back from their vacations and their staffs to work up some ideas about what to do in the aftermath of the storm. President Bush knew the storm and its consequences had been bad; but he didn't quite realize how bad. "Max Mayfield has scared me to death," Nagin told City Councilwoman Cynthia Morrell early Sunday morning. "If you're scared, I'm scared," responded Morrell, and the mandatory order went out to evacuate the city—about a day later than for most other cities and counties along the Gulf Coast. At 2 o'clock on the morning of the storm, only 82 of 120 cops had obeyed a summons to report for duty. Now the numbers were dwindling; within a day, only 28 or 30 officers would be left to save the stranded and fight the looters, recalled a sad and exhausted Capt. Eddie Hosli, speaking to a NEWSWEEK reporter last week. "One of my lieutenants told me, 'I was looking into the eyes of one of the officers and it was like looking into the eyes of a baby'," Hosli recalled. "It was just terrible." (When the AWOL officers began trickling back to work last week, attracted in part by the promise of five expense-paid days in Las Vegas for all New Orleans cops, Hosli told them, "You've got your own demons to live with. I'm not going to judge you.") At emergency headquarters in Baton Rouge, confusion raged. Though more than 100,000 of its residents had no way to get out of the city on their own, New Orleans had no real evacuation plan, save to tell people to go to the Superdome and wait for buses. On Tuesday, the state was rounding up buses; no, FEMA was; no, FEMA's buses would take too long to get there ... and so on. By the week after the storm, the military had mobilized some 70,000 troops and hundreds of helicopters—but it took at least two days and usually four and five to get them into the disaster area. Looters and well-armed gangs, like TV crews, moved faster. In the inner councils of the Bush administration, there was some talk of gingerly pushing aside the overwhelmed "first responders," the state and local emergency forces, and sending in active-duty troops. But under an 1868 law, federal troops are not allowed to get involved in local law enforcement. The president, it's true, could have invoked the Insurrections Act, the so-called Riot Act. David Vitter, a Republican ally of Bush's, the meeting came to a head when Mayor Nagin blew up during a fraught discussion of "who's in charge?" Nagin slammed his hand down on the table and told Bush, "We just need to cut through this and do what it takes to have a more-controlled command structure. If that means federalizing it, let's do it." A debate over "federalizing" the National Guard had been rattling in Washington for the previous three days. Normally, the Guard is under the control of the state governor, but the Feds can take over—if the governor asks them to. Nagin suggested that Lt. Gen. Russel Honore, the Pentagon's on-scene commander, be put in charge. According to Senator Vitter, Bush turned to Governor Blanco and said, "Well, what do you think of that, Governor?" Blanco told Bush, "I'd rather talk to you about that privately." To which Nagin responded, "Well, why don't you do that now?" The meeting broke up. Bush and Blanco disappeared to talk. More than a week later, there was still no agreement. Blanco didn't want to give up her authority, and Bush didn't press. Jindal suggested that Bush appoint Colin Powell as a kind of relief czar, and Bush replied, "I'll take that into consideration." Bush does not like to fire people. He told Homeland Security Secretary Michael Chertoff to go down to Louisiana and sort out the various problems. A day later FEMA's Brown was on his way back to Washington. Late last week, Bush was, by some accounts, down and angry. But another Bush aide described the atmosphere inside the White House as "strangely surreal and almost detached." At one meeting described by this insider, officials were oddly self-congratulatory, perhaps in an effort to buck each other up. Life inside a bunker can be strange, especially in defeat. With T. i'm not trying to defend this current president. but in a federalist system, this just isn't true. we don't have an all-powerful executive branch that can do whatever it wants, whenever it wants. but i agree entirely with your first post...there is blame everywhere.
Max, there is indeed blame to be parcelled out to many besides the Bush Administration. What is frightening about the article, putting aside how the Administration, via FEMA, etc., responded to Katrina, is the way things are done in the White House and how out of touch and ineffective Bush really is. That scares the hell out of me. Why should anyone have the least bit of confidence in George Bush as President?? Keep D&D Civil!!
Your post reflects quite a current trend of the American Left today. Rather than actually look at the reasons for something happening, blame Bush and then make fun of him using information that has nothing to do with the issue at hand. You might as well say that the fact that he says the word "folks" and pronounces it "nuc-u-lur" is the reason for the supposed failure of his administration. And all of you saying "The Buck Stops Here" are correct. The buck should stop at the executive of Lousiana. She had a chance to call in the national guard and did not. The buck could also stop at the mayor's office for his failures in this issue. But to say that only President Bush should take the brunt of the blame for this is just letting the rest of us know that you honestly cannot look at issues without your anti-Bush colored glasses. George Bush is the Greg Davis of the US. He gets all of the blame when things go wrong that are completely outside of his control (such as execution of his orders) and gets none of the credit when things go well.

Maybe this is a silly question, but wouldn't Bush's aides be sworn to secrecy concerning the inner dealings of the white house? How did newsweek get so much inside information? Can we immediately declare this entire article as truth? How reliable are their sources?
I would hope that the Newseek reporters multi-sourced their quotes. I will admit that both sides of the poitical spectrum are looking for something to run with, no matter how thinly sourced it is. BTW the WH aides who are "sworn to secrecy" leak to the press all of the time for Rove's political purposes.
