I think it's safe to say Nachbar got 120% of the scale- Most teams do so, and the Rockets are no exception. Plus, the fact Nachbar has that 1 mill buyout, and the Rockets can only directly help out so much, I'm sure they want to help out as much as possible, and giving Nachbar full (120%) scale is a good way to do so.
