    Now that's progressive reform! When parents won't discipline children and the schools are told they cannot discipline children what other option is there left? Besides, prisoners are not included in the labor force count, lowering the unemployment rate.

    The problem is also bigger than that. There is $$ involved in these matters and there exists a profit based incentive for some to fill our prisons.

    Very sad. In many ways the whole American system is a school to prison pipeline in comparison to other advance countries.

    Unlike most of Western Europe we provide free schooling till only 3:30 PM. After that child care is strictly dependent on whether a family has money to pay for after school care or is fortunate to have non-working adults who can take care of the children.

    In many cases kids return unsupervised to apartment complexes or neighborhoods full of other kids without adult supervision. The kids then get in trouble or use drugs and then they enter the juvenile system and the pipeline to adult prison.

    The indirect transactional racism is wrong, but the de jure and de facto segregation that created ethnically and poverty saturated environments like this one is more damning; because the crime and behavioral issues I believe they're earnestly trying to "intercept" now were a self-fulfilling prophecy a half century ago.

    Blame urban sprawl for occurring at the wrong time and causing the phenomena of white flight. That caused this mess.
