What's the difference? Both can play inside or outside. Croshere, however is a proven player, can play the PF or SF position, is better conditioned, and at this point, a better defender than Miller. Except for playing the PF position, given one or two years, Miller will be comparable to Croshere. If Houston cannot sign Croshere, Miller would be a reasonable alternative.

Miller is perimeter oriented while Croshere is more post oriented. Croshere doesn't have very good ball handling when it comes to PG skills.
