Luhnow said last night they were gonna try him in the pen, so i could believe this, but I'll await legit confirmation.
I'm guessing the Astros wanna get a good first hand look at him. Plus it gives him a chance to get he feet wet in what are likely to be some low pressure situations. Even in this day and age, the coverage of Triple A games really isn't great.

I really hope they start him off in the 'pen. They've said repeatedly they want to try him as a starter, but I'd rather let a young guy get some innings in relief before we give him several starts. Especially with a guy like Folty, whose command seems to come and go. Also, just give Tropeano Cosart's spot. Peacock has had plenty of opportunities.
This is funny because Luhnow was adamant any time he was on with Pallilo or any other AM790 show that Folty would only get called up to be a starter. I wonder what changed his mind?
They still view him as a starter, tons of pitchers get their first taste as a relief pitcher. Halladay, Oswalt, David Price to name a few.
Wait, I thought the Astros never bring anyone up without first considering how this impacts their control of the players in the future?!? You know, sign this contract or we'll keep you in the Minors and under team control until you are 32. Haters gonna hate, but I think the talent influx will continue and we'll see an improved Major League product on the field in MMP. I just hope the winning starts in earnest in 2015, and doesn't cost us draft order and slotting money in the upcoming draft.

Clearly they brought him up so they can trade him next year. Or at least, that's what some CF posters would lead us to believe, anyway.
I think using him out of the pen is the right decision. Don't think he is ready to start full time yet, this will give him an acclimation period.
