    Some have asked about this... so here you are:
    Here is a list of the most important enhancements:

    - Redesigned interface, making it more user-friendly and providing a much
    better overall look.
    - Completely new financial system. What was once considered a weakness in
    the OOTP series is now one of it's best features. We added stability, a
    better financial AI, a completely new free agent period (it is more like an
    auction now, where you can negotiate with players over a 30 day period). The
    attendance model was recoded as well, it now reflects real life a lot
    better. Also, we added TV deals, promotional days (Glove Day, Retro Day
    etc.), better reports like the financial history of a team and much more.
    - Rewritten minor league system. You are now able to set lineups and
    pitching staffs for each minor league level. Teaching a player a different
    position is possible as well. Want to turn your 1B into a 3B? Give it a
    shot. But beware, his hitting might suffer if the conversion doesn't work
    out.
    - Added a player history to each player card. It will track injuries,
    trades, awards, great performances, championships etc.
    - New Ratings systems. To the traditional ratings system we added a
    "reduced" set and "talents only". The reduced set will be similar to the one
    you'll find in other baseball games (Power, Contact, Stuff, Velocity,
    Control etc.). So you as a solo player or online leagues get another option
    to add more challenge to the game.
    - Added the OOTP Message System, which lets players/other
    teams/coaches/managers etc. interact with you! You receive emails about
    trade offers, disgruntled players, minor league reports from your scouts and
    much more. This system gives you the feeling that you're dealing with
    humans rather than a bunch of stats and numbers.
    - The online leagues features now support FTP, making the life of a league
    commissioner a lot easier! Upload the generated league files, import rosters
    with one single mouse click, it's all possible in OOTP 4!
    - Added more stats, for example player vs. team stats (want to know how your
    SS hits New York pitchers? No problem.), batting AVG and ERA development
    charts etc.
    - Added more player attributes, for example weight/height, pitch types,
    throwing velocity, character attributes.
    - Enhanced play-by-play, adding pitch types and speeds, foul balls, weather
    effects.
    - New weather system, adding rain-delays, wind-blown homeruns, fielders
    slipping on the wet grass etc.
    - New argue the call option. Think the ump missed the call? Let him know
    about it, at the risk of being thrown out of the game. This feature is
    actually pretty funny :)
    - The trading block allows you to shop a player around. You'll get emails if
    other teams are interested!
    - Added scheduled time to games, and made the out of town scoreboard
    "real-time". If your game starts at 7 EST, some games might be already
    finished or in progress. The OOTS will reflect this accurately.
    - Added position player fatigue! Want to play your catcher in 162 games?
    Forget about it, his hitting will suffer big-time if he doesn't get the rest
    he deserves. This feature is an option and can be turned off.
    - You can now change the primary position of your players inside the player
    card without using the editor. You can choose between the position he is
    rated in. Changes will be exported/imported with the roster files that are
    exchanged in online league play.
    - The number of the amateur draft rounds now can be customized. So if you
    want the amateur draft to last 25 rounds, go ahead. The numbers of player
    that will be generated is adjusted to the number of rounds, of course!
    - If you feel you do not want to manage the minor leagues of your teams, you
    can now set the minors to computer-controlled even if your team is
    human-controlled!
    - Added injuries to minor league games.
    - Added a salary cap option!
    - Enhanced in-game AI.
    - Enhanced aging algorithms.
    - MUCH MORE :)

    Sounds great... when is this game supposed to be out? Also, we can move from OOTP3 to OOTP 4 without having to restart, correct?

    Sounds cool. Of course, three things that I'd like to see fixed aren't listed:

    (1) Better computer AI. Generally, the computer teams completely suck ass. A few have done well, like Baltimore, but for the most part they get shelled. Money is part of it, but not the biggest part.

    (2) Better draft AI. The auto-draft almost always goes for the "highest-ranking" hitters before drafting pitchers, and even then doesn't always draft the best available hitter, and generally fails to take position and speed abilities into account. For pitchers, closers and relievers are rated too low compared to starters. This results in computer teams (and the human teams unlucky enough to autodraft) getting screwed yearly in acquiring good talent, further adding to problem #1.

    (1) Extending a player's contract before its final year. Done all the time in MLB, never in the sim.
