Yes, it does for me. Unless they're 95%+ confident in Keuchel and LMJ coming back as soon as their DL stints are over, which I can't really know.

Not saying that it isn't worrying how many pitchers have been on the DL, but I've seen multiple reports saying that LMJ should have absolutely no problem coming off the DL after the 10 days (which is retroactive to the 9th). I honestly think this is another case of them being very careful with a young starter and taking any discomfort as an opportunity to place the pitcher on the DL and save his arm some innings. I'm not saying that every Astros' pitching injury is like that, but I wouldn't be surprised if Keuchel's first DL stint and now LMJ's DL stint are somehow related to the shortened 10 day DL.
I think the Astros front office got tired of hearing that the Dodgers were the most proactive team at using the new 10d DL, so they decided to bench their entire starting rotation. "Screw you, WE'RE the most proactive team at exploiting the 10d DL!"
