Phrazes is terrible. And I'm a huge The Strokes fan as well. I've listened to all of their side projects and Julian's has to be the worst of the bunch.
Man I really liked that album. There are some great songs on it. Visions of Division may be my favorite Strokes track. Fun to play too.
