ADVERTISEMENT Bbaale County MP Sulaiman Madada said any girl in his district who wanted to take part in the scheme aimed at promoting girls' education would be given a gynecological examination by health workers to check they were virgins. "The criterion is that a student must be a virgin and from Kayunga district," he told the state-owned New Vision. The MP did not extend his offer to young men. He urged pupils to manage their lives responsibly, and called on parents to explain the threats from HIV/ AIDS and other sexually transmitted diseases. "Our children should be told the risks they face if involved in early and unprotected sex," Madada said. Uganda was once seen as the epicenter of the global HIV epidemic, but a government education campaign has pushed down infection rates to around six percent from as high as 30 percent in some areas in the early 1990s. Kayunga in central Uganda is home about 300,000 people, and researchers say it has one of the country's worst AIDS rates, with more than 80 percent of families losing at least one member to the disease.

I'll see your , and raise you two I don't think it's bad to encourage girls and young women to make responsible decisions about their sexual health. But this is such b*******. You want to help the AIDS problem in Africa? How about locking up the SOBs who think screwing young women against their will is defensible? Sexually active women aren't the reason why AIDS is so widespread, it's men who think women are objects, property, subhuman. I don't necessarily have a problem with this policy itself, but I can't disconnect it from the traditionalist/patriarchal/chauvinist view that it's all about female chastity, that women are to blame for sexual activity, and that guys are just guys. Crack down on violence against women. Make it culturally permissible for them to stand up for themselves. Don't give me this Victorian b*******.
How can you really tell if a girl is a virgin or not? I mean what if she used a dildo every night wouldn't those gyno results be the same as someone having sex? I don't understand that one.
I knew someone who died of an infection made worse by HIV a little over a year ago. It was really surreal for me because he was my age and was completely heterosexual. He was just promiscuous. Being single again, it really made me cautious.
Yeah I understand what you were saying, but is there really any way to check if a guy is a virgin? I'd bet that's more the reason...
And no pooper sex. It's almost impossible for a heterosexual male to contract AIDS if he does these two things.
How can you really tell if a girl is a virgin? In terms of that thing that's supposed to get broken... I think some people's get broken a long time ago (just from running around or maybe tampons?) and some people never even have one. It does not mean the girl is lying to you about being a virgin. And, of course, the points made above about dildos (which don't spread HIV as long as you don't share ) and the one that concerns me more... the fact that there seems to be a widespread problem with rape. (what Relativist said below) Also, most of all, whatever "reward" system you have should apply to men and women equally.
Found this on an HIV site... The risk of HIV transmission during cunnilingus is low compared to vaginal and anal sex. However, there have been cases of HIV transmission most likely resulting from oral-vaginal sex.
