most of the time...it's because those are the teams where the best player isn't necessarily the best ball handler. If it was a team like Orlando or LA...you know Kobe and TMac are taking the last shot. On the teams you listed, point guards take the last shot because they are obviously the best ball handlers (not necessarily the best player on the team)...and the best chance at the last second is to drive to the hoop to either get a foul or a layup. Like a team like Golden State...Jamison is their best player (probably) but would you rather have him handle the ball at the last second rather than Arenas? On teams like NY or Philly, Ivy and Houston would take the last shot for sure.
This isn't a new trend, point guard have always tended to be the one with the ball as time expires. It is the nature of the position.
Point guards are supposed to create but it seems a lot of point guards have become fearless in the last couple of years.
Tony Parker isn't taking last shot game winners. When the game is on the line they go to Duncan. #2 It is Gary Payton and Jason Williams not Gary Paythons and Jayson Williams. Chauncey Billups isn't a go to guy. And Dallas also goes more to Nowitzki than any other of their players for the game winner. Just check the nba.coms crunch time statistics it will give you a glimpse of who is a go-to guy (and a good one).

I think it's cause no one wants to risk a turnover, so they give it to their best ball handler and trust him with the shot.
