If you purchase merchandise through a catalog or the Internet from a seller located outside of Texas and use the taxable item in Texas, then you owe Texas use tax on the purchase. Even though I hate paying taxes and buy most of my stuff online, I feel online stores have a unfair disadvantage. I think it would level the playing field between online and brick and mortar.
Probably... at least for buying new items. No tax was the main reason I bought my television and PS3 from Amazon rather than going to a store.
