Illinois allows corporations to pocket their workers income tax

Basically Illinois is bribing corporations to stay put with it's citizens money(at least that's the reason given). Does this country not have balls anymore?? I swear it seems like as a whole we are a bunch of p*****s but I guess that's the byproduct of being raised in a world where in little league soccer both teams 'win' (so no little kids have to feel like losers). I hear stuff like this constantly. I'm not surprised 1 in 5 governors in the last century in Illinois has been brought up on corruption charges.
