I think not only does another team have to pick them up, but they have to do it within a certain amount of time. Like Matt Maloney signed with other teams after the Rockets cut him, but we still paid his contract since they picked him up after (I think) 30 days.
yes, other team has to pick up a player in the waiving list in a certain period. after that, all unclaimed players on the waiving list become free agents and their original guaranteed contracts will be paid by rox. if a contract with a team option, the option part will not be paid and it doesn't counts to the cap. with a player option, you can imagine that part will go against rox.
The waiver period is 10 days. Pick them up during that period and they're taking on existing contracts. Wait until they're off waivers they can offer min contracts.
sura's contract is 3.8 mil but only 1 mil is guaranteed. that means 1 mil against rox. butler's contract counts a lot, 2.4 mil for this year and 2.5 mil for next season. reed's contract has 1.4 mil for this season and 1.5 mil for next season. i am not sure lucas but his contract is small definitely less than 1 mil.
Butler's second year is a team option. Lucas is on $770,610 (2 year vet min) but according to ESPN his contract is only partially guaranteed for 500k. Mike Harris was a summer contract so his 50k doesn't count against the cap. If Butler, Reed, or Lucas aren't picked up off waivers Rockets can still save a small amount maybe around 100k if all 3 are signed later on or with an overseas team. ("Waived player's new contract" - $687,456) / 2 = Amount Rockets can deduct from team salary.
