27. All those crappy ones in the Midwest are hard to get to if you have no reason to be there! I've got almost the entire country East of the Mississipi covered though by virtue of going to college in Boston and North Carolina and taking numerous road trips with my parents to Canada. Only missing Delaware, Connecticut, New Hampshire, and Maine.
I count driving through but not flying over as my interpretation of the rules. I would not count layovers if I did not get out of the airport, thought technically I interpret them within the rules. Luckily the states I've had layovers to I have been in or through before.
