How can you certify a vote w/o absentee ballots being accounted for?

    Well, I guess my title says everything, but for those of you who can't see the title in the ur corner or in the td header...

    How can you certify a vote w/o absentee ballots being accounted for?

    What does 'certify' mean in this sense?

    Each individual county certifies their results to the state. In that, they mean that the County vouches for the accuracy of their count and reports said official count to the state. The law says the Counties must certify to the State by seven days after the election. The absentee ballots are certified under a different law and procedure that allows them to be accepted until 10 days following the election. Once the absentee ballots are counted (and possibly recounted), the State then certifies that all their results are accurate. So there is more than one level of certification going on.
