my hot water heater is going bad. it is a natural gas one. well my friend has a propane one and will give it to me. He says all I have to do is exchange the burners and it will work with natural gas. Is this true. I have called home depot and they say there is no way to do it. Granted I may have talked to an idiot.

Most appliances can be converted from Natural to Propane and vice versa. Don't call Home Depot. All you're getting there is some schmuck who just got out of high school. Find out the make and model, then call the local service tech for that brand.

Call a propane dealer. I am not aware of w/h that convert but if they do, the propane dealer should be able to come out and switch the orifice for you.
